Field worker (Add on) – Mount Lebanon – MSA039

Our client is seeking a qualified Field Worker (Add-on) to join our team. This role is crucial in supporting birth registration processes and assisting displaced families.

Essential Functions and Responsibilities:
In line with the joint Ministry of Social Affairs (MoSA) Standard Operating Procedures for Add-Ons:

  • Review and approve newborn children to be added onto parent’s digital registration files at the Case Processing Center (CPC) and return to enter or during mobile registration activities.
  • Counsel families of forcibly displaced persons on birth registration procedures.
  • Identify cases in need of support with competent authorities in completing the process of birth registration and refer them for the necessary follow-up.
  • Report on add-on activities conducted.
  • Contribute to the analysis of data on trends and challenges faced by displaced persons during the process of birth registration, including documentation.
  • Contact parents of newborn children registered since 2011 based on a birth notification and support cases where the birth registration process remains incomplete.
  • Identify, in the CPC, newborn children whose parents were not able to obtain either birth notification or birth registration because the delivery took place, for example, under the assistance of uncertified midwives, and refer them for necessary follow-up.
  • Safely identify and refer persons at heightened risk such as GBV, CP and other groups identified during add-on activities through existing referral pathways, in coordination with MoSA’s National Protection Coordinator.
  • Submit a monthly report to the General Supervisor and share with National Protection Coordinator as required.
  • Perform any other relevant task, as assigned by the Regional Coordinator or General Supervisor.
  • Use the standard designated tools/forms for the recording of add-on related activities conducted.
  • Liaise closely with the CPC manager and/or delegate on cases requiring specific registration attention and/or challenges encountered during the add-on procedure at identification, assessment and/or referral stages.
  • Ensure continuous coordination with MoSA’s National Protection Coordinator for the implementation, follow-up and escalation of cases requiring special attention.

Qualifications:

  • University Degree in Social Sciences, Law, Social Work, Sociology, Psychology, Guidance and Counseling, Social Anthropology, or any other related field. Master’s degree is a plus.
  • 3+ years of experience in related field.
  • Ethical and transparent decision-making.
  • Patience and ability to work under pressure.
  • Flexibility to adapt to new roles, tasks, and situations.
  • Experience in project implementation, monitoring, and report writing.
  • Skilled in working with people of all ages and social groups.
  • Excellent communication and reporting skills.
  • Skilled at working with local communities and authorities.
  • Proficiency in MS Office (Word, Excel, Outlook, PowerPoint).
  • Ability to cope and work under pressure.
  • Dynamic, self-motivated, conscientious, professional, devoted, honest, and discreet.
  • Excellent intercultural, teamwork, and interpersonal skills.
  • Respect of confidentiality and data protection protocols.
  • Strong knowledge of birth registration laws and procedures in Lebanon.
