Our client, a respected actor in the humanitarian and social development sector, is seeking a qualified and motivated Regional Protection Assistant to support the implementation and coordination of protection activities across field operations.
Essential Functions and Responsibilities:
Assist in protection management and implementation
- Stay abreast of political, legal, social, economic and cultural developments that have an impact on the protection environment and provide advice to the Regional Coordinator
- Ensure that the perspectives, capacities, needs and resources of affected communities are reflected in MOSA protection strategies and planning, addressing specific protection needs of women, men, youth, older persons and persons with disabilities of different ages and of diverse backgrounds
- Ensure that rights-based and community-based approaches are included in MOSA strategies and activities, with attention to variations in age, gender and background
- Assist in developing and implementing a comprehensive protection strategy for MOSA that addresses the specific protection needs and priorities of the forcibly displaced and affected people, such as women, children, older persons, persons with disabilities and other diverse backgrounds
- Support in ensuring that protection strategies are implemented by the MOSA field staff in close coordination with the central level National Protection Coordinator
- Assist in promoting, within MOSA field teams, the understanding of protection issues, guidelines and principles, especially those linked to child protection, gender-based violence and persons with specific needs (PWSN), including key principles of protection mainstreaming across humanitarian interventions.
- Contribute to the capacity strengthening of MOSA field staff on protection principles including birth registration and referral pathways
- Oversee the implementation of Standard Operating Procedures (SOPs) developed by MOSA for all MOSA protection and solutions activities in the field
- Undertake regular visits and missions to field locations to build a comprehensive understanding of the ground situation and the actions needed, to maintain protection presence
- Assess and analyze the protection needs and situation of affected people from AGD perspective according to protection and humanitarian standards, as well as deliver and/or coordinate responses and solutions, as needed and possible
- Support MOSA field staff to implement their activities in line with the procedures jointly developed between the company and MOSA, as applicable
- As required, participate in outreach activities and ensure that persons at heightened risk identified during outreach activities are safely identified and referred along the existing referral pathways and procedures, including among MOSA field staff
- Support the integration of community feedback and complaint mechanisms into MOSA protection activities
- Produce regular protection analysis on the protection environment and protection risks based on the field presence of MoSA and qualitative data collected during field activities and interaction with the communities.
Liaison and coordination
- Coordinate all MOSA LRP related protection activities at the regional level
- Contribute to and support sub-national protection coordination meetings, as protection sector co-lead, including by engaging with protection partners, sharing relevant situation updates and protection analysis; and report on key outcomes to the Regional Coordinator and National Protection Coordinator
- Maintain positive relations with community members and key stakeholders, including local authorities and international and local actors
- Contribute to joint protection initiatives by protection partners at sub-national level including joint protection monitoring, joint protection assessments and joint outreach either with the company and its partners, or at the sector level.
Monitoring, evaluation and reporting
- Support in implementing and monitoring MOSA activities at regional level, in close coordination with the Regional Coordinator and National Protection Coordinator
- Support and facilitate the collection of monitoring and evaluation data linked to MOSA activities, including baseline and endline surveys
- Submit a monthly report to the Regional Coordinator, copying the National Protection Coordinator
- Submit a quarterly activity report to the National Protection Coordinator on key protection issues, copying the Regional Coordinator
- Perform any other relevant task under the LRP, as assigned by the Regional Coordinator who works closely with the National Protection Coordinator
Qualifications:
- University Degree in social work or other social sciences, public health, community health, international relations, political sciences, international law, human rights or related field. Master’s degree is a plus
- 5+ years of experience in related field
- Experience working with forcibly displaced communities and vulnerable populations, including IDPs
- Awareness and demonstrable knowledge of global protection standards, including on GBV and Child Protection; and PSEA principles Experience in programming related to child protection is an asset
- Familiarity with case-management systems, referral mechanisms, and databases.
- Knowledge of the Lebanon protection context, including relevant legal frameworks and displacement issues
- Experience working collaboratively within multi-stakeholder coordination mechanisms including government, UN agencies and NGOs
- Committed to humanitarian principles

- Patience and the ability to remain calm in a crisis
- Flexibility to adapt to new roles, tasks and situations
- Experience in project implementation, monitoring and report writing
- Skilled in working with people of all ages and social groups

- Proficiency in the use of MS Office: Word, Excel, Outlook, and PowerPoint
- Familiarity with data collection tools (e.g. Kobo, ODK, or similar platforms) is an asset
